The Center for Translator Development, Ministry of State Secretariat, received an audience from the Center for Functional Position Development of the Ministry of Primary and Secondary Education (Kemendikdasmen) on Thursday, July 23, 2026, at the Office of the Center for Translator Development, Jl. Gaharu I, Cipete Selatan, South Jakarta.  

The purpose and objective of the visit by Kemendikdasmen's Job Analysis and Functional Position Development Team was to conduct benchmarking regarding the management and fostering of functional positions, serving as input for Kemendikdasmen, which is currently preparing to establish its Center for Functional Position Development. As a new work unit tasked with managing all functional positions—both those fostered by and used within Kemendikdasmen—the Center for Functional Position Development needs to acquire input and best practice overviews from various fostering agencies as references in formulating its fostering system and governance.  

On this occasion, the Head of the Center for Translator Development presented the background behind the establishment of Pusbinter, its development process into an Echelon II unit, as well as the regulations and policies underlying the fostering, management, development, and administrative support for the Translator Functional Position. The discussion then focused on various aspects of implementing the functions of a fostering agency, including competency test mechanisms, strategies and transition stages to becoming an Echelon II unit, setting program priorities and task distribution during the transition period, conducting training and technical guidance, as well as efforts to fulfill the Public Satisfaction Index for functional position fostering services.  

Through the discussion session, the Center for Translator Development shared its experiences and best practices in performing its role as a fostering agency for Functional Positions, from organizational management to providing various fostering services. The results of this benchmarking are expected to serve as a reference for Kemendikdasmen in preparing the establishment of the Center for Functional Position Development, enabling it to effectively carry out its fostering functions and support the development of a professional and competent State Civil Apparatus (ASN)
