ARTICLES OF ASSOCIATION


PREAMBLE

Whereas Government Translators of the Republic of Indonesia are Civil Servants who are granted full duties, responsibilities, authority, and rights by the competent official to carry out translation activities, both written and oral. Government Translators of the Republic of Indonesia serve as civil servants holding functional positions as translators in government agencies throughout Indonesia. As citizens who actively contribute to the advancement of the Indonesian nation and state, Government Translators play an important role as facilitators of communication between the Government of Indonesia and the international community.

With the noble aspiration to unite all Government Translators of Indonesia within a single organizational body and to develop the translation profession in Indonesia, the Government Translators of the Republic of Indonesia hereby establish the Association of Government Translators of Indonesia.

By the grace of God Almighty and the collective commitment of all members to foster and develop this professional organization through well-directed and prudent activities, these Articles of Association of the Association of Government Translators of Indonesia are hereby formulated as follows:


CHAPTER I

NAME, DURATION, AND DOMICILE

Article 1 – Name of the Organization
This organization shall be named the Association of Government Translators of Indonesia (Ikatan Penerjemah Pemerintah Indonesia / IPPI).

Article 2 – Duration and Place of Establishment

  1. This organization is established for an indefinite period of time, commencing on 10 October 2013.

  2. The organization is domiciled in Jakarta, Special Capital Region of Jakarta, and may establish branches as needed.


CHAPTER II

Principles, Nature, and Characteristics of the Organization

Article 3

  1. The organization is founded on the principles of Pancasila and the 1945 Constitution of the Republic of Indonesia.

  2. The organization is independent.

  3. The organization is characterized by professionalism, kinship, dynamism, and progressiveness.


CHAPTER III

Purpose and Objectives

Article 4
The Association of Government Translators of Indonesia (IPPI) has the following purposes and objectives:

  1. To serve as an integrative and fraternal forum for Government Translators.

  2. To provide input to supervisory agencies/institutions in relation to career and competency development of Government Translators.

  3. To guide and ensure that Government Translators uphold, comply with, and maintain the Code of Ethics of the profession.

  4. To unite Government Translators across ministries and government agencies in developing potential and capabilities to create professional and high-integrity translators.

  5. To support supervisory agencies in formulating translator competency standards.

  6. To provide input to supervisory agencies in formulating functional position allowance standards for translators.


CHAPTER IV

Scope of Activities

Article 5
The organization carries out activities including but not limited to:

  1. Organizing discussions, seminars, education and training, workshops, and technical guidance, as well as establishing cooperation with other parties.

  2. Facilitating all translation activities, both written and oral, across ministries and government agencies.


CHAPTER V

Membership

Article 6 – Membership System
Membership of IPPI consists of Government Translators from various ministries and government institutions.

  1. Ordinary Members

  2. Associate Members

  3. Honorary Members

Article 8 – Rights and Obligations of Members

  1. Every member is obliged to comply with the Articles of Association (AD) and Bylaws (ART), organizational resolutions, and other decisions, as well as to maintain the good name of the organization.

  2. Ordinary members have the right to express opinions, vote, be elected, and participate in IPPI activities and endeavors.

  3. Associate members and honorary members have the right to express opinions but do not have the right to vote or be elected.


CHAPTER VI

Organizational Structure

Article 9
The organizational structure shall adopt a line structure.


CHAPTER VII

Finance

Article 10 – Sources of Funds
IPPI’s funds shall be derived from membership fees, contributions from the government and private sector, donations from other lawful and non-binding sources, and other legitimate activities.

Article 11 – Use of Funds
Funds of IPPI shall be used for activities that are beneficial, productive, and of value to members and society.

Article 12 – Financial Reporting
The financial reporting period of IPPI shall begin on January 1 and end on December 31 of each year.


CHAPTER VIII

Amendments to the Articles of Association and Bylaws, and Dissolution

Article 13 – Amendments
Amendments to the Articles of Association (AD) and Bylaws (ART) of IPPI shall be determined through a National Congress (Musyawarah Nasional / MUNAS) and approved by at least two-thirds (2/3) of the members present.

Article 14 – Dissolution of the Organization

  1. Dissolution of IPPI may only be carried out by a National Congress convened specifically for that purpose and attended by at least two-thirds (2/3) of the ordinary members.

  2. A resolution for dissolution shall be valid if approved by at least three-quarters (3/4) of the votes of those present.

  3. In the event of dissolution, the organization’s assets shall be handed over to an institution/body as determined by a committee appointed by the National Congress convened for dissolution.


CHAPTER IX

Supplementary Provisions

Article 15
Matters not yet regulated or specified in these Articles of Association shall be stipulated in the Bylaws (Anggaran Rumah Tangga).


CHAPTER X

Closing Provision

Article 16
These Articles of Association were ratified and came into effect on 10 October 2013 in Jakarta.
