The Center For Fostering Government Translators And Intepreters (pusbinter) Of The Ministry Of State Secretariat Alongside West Java Provincial Goverment Conducting Monitoring And Evaluation Of The Translator Functional Position.

November 4, 2025 — The Center for Fostering Government
Translators and Interpreters (Pusbinter) of the Ministry of State Secretariat
held a Dissemination on the Translator Functional Position for the West
Java Provincial Government. The event took place at Grha Merit Center of
Excellence for Merit System & Assessment Center, Bandung, and was
warmly welcomed by the Regional Civil Service Agency (BKD) of West Java
Province.
The
Pusbinter team was led by Indriawaty, S.Pd., M.Hum., Head of the
Competency Development and Certification Division. The dissemination focused on
deepening understanding of the Translator Functional Position (JFP) —
its duties, roles, and the types of institutional support that Pusbinter can
provide in developing and implementing JFPs across government institutions. The
program also aims to encourage the establishment of Translator Functional
Positions within the West Java Provincial Government.
The
dissemination was received by Anita Ratnaningsih Supriyo, S.STP., M.M.,
Head of the Civil Servant Development and Competency Assessment Division,
together with representatives from the Organization Bureau of the West Java
Provincial Government.
During
the discussion session, it was noted that the Organization Bureau had
previously issued a notice to all Regional Apparatus Organizations (OPDs)
to calculate position formations. However, not all OPDs had followed up on this
directive. One of the key challenges identified was the limited
understanding of JFP output products, which has led to concerns about
possible miscalculations and overlapping functions among different Functional
Positions.
In
response, Pusbinter expressed its readiness to support the West Java
Provincial Government in determining the appropriate formation of Translator
Functional Positions and in providing further clarification on the types of
outputs produced by translators.
Pusbinter
hopes that this dissemination will serve as a stepping stone toward the
establishment of Translator Functional Positions in West Java. With the
presence of JFPs in the region, translation services can further strengthen the
duties and functions of local government institutions, particularly in document
translation, inter-agency communication, and cross-language cooperation.
Following
the dissemination and discussion sessions, the West Java Provincial Government hosted
a tour of the facilities at Grha Merit, guided by Dr. Ir. Setiawan
Wangsaatmaja, Dipl., S.E., M.Eng., and his team. The tour provided
Pusbinter with the opportunity to observe the facilities and systems that
